Communications Duct Bank Use Policy

  1. Introduction and Scope
    UNCG owns and maintains a network of communications duct bank to route and protect voice and data cabling to campus buildings.

    For Facilities Design and Construction, Telephone Services, and IT-Networks purposes, a procedure needs to be followed to ensure campus duct bank use is documented and allocated to ensure efficient use of the resource available. This policy outlines the procedure by which duct bank use is authorized and documented.
  2. Policy Statement and Enforcement
    Any UNCG Department that wishes to route communications cables through University duct bank is responsible for submitting a detailed request for duct space. This request should include drawings of proposed duct bank routes and “butterfly” drawings of the manholes indicating which ducts are proposed to be used. The request will be reviewed and approved by the following:
    1. Director of Telephone Services
    2. Director of Facilities Design and Construction
    3. Assistant Vice Chancellor for Technology and Planning
    4. Director of Physical Plant

    IT-Networks or Telephone Services will identify easements and verify space that currently exists within duct banks before approval. The final technical approval will exist with the Assistant Vice Chancellor for Technology Planning. Authorization to begin installation of the new cables will be granted by Physical Plant after receiving adequate information to update drawings.

    Physical Plant is responsible for maintaining “as-built” CAD drawings of communication cables occupying UNCG duct banks. Currently, there is a single, master drawing that details the route of UNCG duct banks, as well as individual manhole and handhole drawings. These master drawings will be updated each year by September 30th. Physical Plant will visually verify that the planned routes are actually available.

    Design Notes: Empty conduits are intentionally left in duct banks until the first required use is identified, in order to accommodate the largest and/or best utilization of the entire conduit space. Prior to installing the first cable in a conduit, the entire conduit shall be filled with inner-duct so future cables may be installed without adversely affecting previously installed cables. A meeting will likely need to be held to present the requested use of duct bank space and discuss future campus needs before allocation of space is approved by all parties. Cables are to be properly routed and supported on the manhole perimeter. Cables will be properly labeled at all access points with hermetic printed cable labels. The label identifies the owner and the cable origination and destination.

    This policy was approved by the Chancellor, and will be reviewed as needed.
